Carlo Gabriel V. Laserna, USN (Ret.), developed DRG's Domestic and International Training Engagement Program to deliver advanced training and education solutions to domestic and international partners.

His experience spans tactical medicine, emergency response, EMS special operations training, education, and program development. Carlo served as a detachment training officer for 1st Marine Division Detachment 29 Palms and as medical special operations team lead for the Southern Maine Special Response Team. He currently manages and coordinates tactical medicine training programs for U.S. federal agents and military medical personnel and delivers training to military, law enforcement, and EMS professionals internationally.

Carlo's qualifications include National Fire Protection Association 3000 Active Shooter/Hostile Event Response Program specialist, Diving Medical Technician, International Association of Fire Fighters Pro Board HazMat-ALS Technician, and Allied Health Instructor. He is National Association of Emergency Medical Technicians Affiliate Faculty for Tactical Emergency Casualty Care and Tactical Combat Casualty Care. Through DRG, he is committed to practical, evidence-based training and a capable, resilient responder community.

Matt began his career as an EMT before serving as a U.S. Navy Hospital Corpsman, providing medical care to Sailors and Marines with USS Avenger (MCM-1), Naval Hospital Bremerton, Fleet Hospital 3, and 2nd Battalion, 8th Marines. He earned both the Enlisted Surface Warfare Specialist and Fleet Marine Force Warfare Specialist designations and deployed to Iraq during Operation Iraqi Freedom.

Following military service, Matt transitioned into higher education and currently serves as Director of Continuing Education Program Development at the University of New England's College of Professional Studies. He holds a Master of Medical Education and Leadership, a Graduate Certificate in Public Health, and continues to advance innovative education for healthcare and emergency management professionals.

Matt is a Registered Maine Guide and instructor for various wilderness responder courses.

From 2010 to 2014, Lucien served as a remote paramedic supporting operations in high-risk environments worldwide. Between 2014 and 2021, he worked with an international medical and security organization providing global medical evacuations, executive protective medical support for Fortune 500 companies, and managing medical providers in Ukraine in support of a multinational agency.

Lucien is a National Association of Emergency Medical Technicians Affiliate Instructor for Tactical Emergency Casualty Care, Tactical Combat Casualty Care, Prehospital Trauma Life Support, and First on the Ground, an American Heart Association Basic Life Support Instructor, and serves as a Tactical Medic with the Southern Maine Regional Special Response Team. He holds an Associate of Science in Paramedicine and a Bachelor of Science in Exercise Science and remains committed to preparing responders through realistic, operationally focused training.

Paul Biddle was appointed a Member of the Order of the British Empire (MBE) and is a Maine Certified Emergency Manager (CEM-ME). A British Army veteran, he served for 14 years before completing more than 20 years in UK law enforcement, including national leadership roles in intelligence, tactical operations, major incident management, and prison security.

His operational experience includes deployments to Iraq and Afghanistan and leading a joint U.S.-UK mission in Palestine. Following government service, Paul spent two decades supporting international stabilization, humanitarian, and security operations across Europe, the Middle East, the Caribbean, and the Pacific, including assignments in Haiti, Ukraine, Yemen, Iraq, and Afghanistan. His work has focused on crisis leadership, emergency management, hostile environment operations, intelligence-led security, counterterrorism preparedness, and critical infrastructure resilience.

Paul is recognized as a subject matter expert in Chemical, Biological, Radiological, Nuclear and Explosives preparedness. He completed advanced CBRNE and Weapons of Mass Destruction studies through the George Washington University, earning graduate-level micro-credentials in Emerging Technologies, Leadership and Management, and Medical Countermeasures. He is also an Authorized Trainer through the New Mexico Tech Energetic Materials Research and Testing Center and has completed Department of Homeland Security Counter Terrorism Operations Support training focused on CBRNE response, prevention, and consequence management. His expertise extends to critical infrastructure protection, threat assessment, and the development of multi-agency exercises involving complex cascading incidents.

Paul is a Registered EMT, Maine Certified Emergency Manager, IADLEST Nationally Certified Law Enforcement Instructor, NAEMT All Hazards Disaster Response Instructor, and volunteer Training Coordinator for the Waldo County Emergency Management Agency. He is also certified as an ALERRT Active Attack Integrated Response Instructor and an ALICE Instructor. His tactical medical qualifications include Tactical Emergency Casualty Care, Tactical Combat Casualty Care, Stop the Bleed, Basic Life Support, and multiple emergency medical instructor certifications.

Paul has designed and delivered training for military, law enforcement, emergency management, corrections, EMS, healthcare, educational institutions, and critical infrastructure organizations throughout the United States and internationally. His instruction combines operational experience with evidence-based doctrine, emphasizing leadership under pressure, integrated incident command, tactical decision-making, CBRNE preparedness, and operational resilience.

He is also a published author on national preparedness issues, co-authoring What Operation Red Card Revealed About CBRNE Preparedness for the 2026 FIFA World Cup, published in Homeland Security Today. Through DRG, Paul continues to develop innovative, scenario-based training programs that strengthen the readiness and resilience of public safety agencies facing today's increasingly complex threat environment.
